6.       before the crest of a rise in a road, as in any narrowed view;

 

If you don’t slow down at the top of a rise, you risk running into a car that might have stopped right after the rise, as you can't see it until you pass the top. The same applies to a road segment with visibility obstructed by buildings, trees or large vehicles.

7.       approaching a pedestrian crossing;

 

This helps you to compile with a requirement of ARR to stop if needed (r. 81).

 

8.       approaching a horse-rider;

 

Pass a horse wide and slow.

If the horse appears upset, and the rider points to it with a warning gesture, you may even need to pull over, and shut down the engine (Ref.#7 p.82).
